Option 2. Risky but an option. I feel that the other car travelling in the opposite direction might also have took notice of the puppy suddenly appearing out on the road. Hence, when I swerve into the next lane, it will automatically signal the driver to react and brake. After being on the other lane, I might have more time and space to brake and stop to avoid a collision with the other driver.
