Tot el sistema i la societat han adquirit un fort compromís amb l’educació, i aquesta inclusió social crea la cohesió que contribueix a l'alt rendiment educatiu. 
Segons Hargreaves, el que han fet a Finlàndia és disminuir el conservadorisme social i polític.
