When establishing social connections is frontloaded into proceedings, the rest of the event's outcomes end up being stronger and more effective.
It's also evident in effective teaching practices where teachers are expected to establish a "ready to learn" at the start of the lesson. Even when drafting work- what we think know vs the actual. How can we improve, being mindful of that.
Challenge can be allocating equal time/consideration for each aspect. Holding them in equal stead.
Authorising environment- sometimes requests have a sense of urgency to them. It truncates some of this thinking. 
Our context doesn't always support this sort of thinking. Government tends to be output focus.
Push and pull factors in the system, but also within teams. e.g. staffing pressures impact how much you can engage in these steps- multiple responsibilities/tasks to juggle.

It's difficult to build the culture, and easy to lose the relationships if they're not maintained.
