Peoples homes were flooded and had to evacuate but they also couldn't drive anywhere. They were also giving medical attention to those who needed it. The image highlights the importance of coordinated and unified action.

I think this shows a lack of preparedness and communication between US government agencies and Puerto Rico's government and residents.
