         <description><![CDATA[<p><ul><li><span style="font-size: 13px;">Global policies such as the Dakar Framework stated, "wider social policies, interventions, and incentives should be used to mitigate indirect opportunity costs of attending school (Bentaouet-Kattan &amp; Burnett, 2004). </span><br></li><li><span style="font-size: 13px;">As the role of Government to provide services for vulnerable populations&nbsp;shifts to NGOs, private and religious entities and &nbsp;in low resourced, least developed countries and those categorized by the World Bank as failed or in conflict it will become increasingly important to develop partnerships  in order to achieve universal access, shape educational systems, and measure effectiveness and outcomes.</span></li></ul></p><p><ul><li><span style="font-size: 13px;">Large-scale eradication programs funded by global entities have increased the enrollment and lowered the age of entry.</span></li></ul></p>]]></description>
