If I know my study plan is the same as someone who has already finished an appointment, can I directly submit the transition checklist, the study plan, and the Program Change request?

I enrolled in the Bachelor of Urban Planning in 2026, so I'm already in the second semester of the first year of studies. I would have to drop one of the current courses I'm taking to take a new course that transfers into equivalent units. Therefore, I would like to know if there is a faster way to ensure I can be switched to the new course structure, so that I wouldn't have to make up for too much missed content.
