Both times they are talking about resources and in both it is stated how the government has a ton of resources and yet refuses to use those resources to help people in need.

In both falcon talks about how the government never stops to ask why. these people are stealing for a reason but the government doesn't stop and think about that they just label them as terrorists and refuse to look at the bigger picture.
