State Sports Commission followed up with its “Notice on Severely Prohibiting Illegal Substances” which emphasised a tripartite anti-doping policy of “strict prohibition, strict examination, and strict punishment." (D.L. Yang, A. Leaung, 2008)

China began to build drug-testing facilities that met the standards set forth by the International Olympic Committee.

The percentage of positive tests suggests that doping had become entrenched in Chinese sports at that time.

China have undertaken a range of measures to prevent a recurrence of such national embarrassments. These measures included the strengthening of anti-doping laws and regulations, funding for enhanced testing facilities and capabilities, intensified testing and punishment, as well as reforms in sports governance.

2. Second phase or adolescent stage As event performance improves, there is a need for re-evaluation of potential.
3. Advanced phase Selection is now made of middle- to high level athletes, according to training performances, physique and skill level. The highest possible performance of each athlete is estimated, with comparison to elite standards.
