-This story is told from the boy's first person perspective therefore it is him who is thinking to himself in his quote. This sentence is speaking in general and what his opinion is how men view women, from this particular quote it is evident that the boy does not think that men view women in a very positive way. which then brings out the cultural values of women in their society. 

"I, a Nairobi Punjabi Hindu, was dating one of their girls; to make matters worse, I had a sister who was out in the open with an African."
-This is an example of characterization. The boy is talking of himself and who he is and also discussing his relationship with another girl who is not up to their societies standards.
