I think the simile Fall is as windy as a tornado means that fall can be really windy. Meaning:  She doesn´t care what people think, instead she shows herself away. I think this is a Simile.

Meaning: She dances without care of the look or of what others think. This is a simile.
3. I'm a black ocean, leaping and wide,
Welling and swelling I bear in the tide.
Meaning: She´s brave no matter what hit´s her in the face. This is a metaphor.
