While this, like all of the other options, has a chance to go bad, the chance seems much less than the others. 

I think this is the best because based on what Document B said about allocation by merit and allocation by social worth, they often go wrong when it comes to impoverished countries. Allocation by need solves these issues as it ensures that impoverished countries are receiving the help that they need in a society that for the most part could care less. 

Equal or random assignment also obviously wouldn't work. While there is a chance that it could go extremely well, the odds are way too big that people everywhere could die. Some people could receive no food or water, and one person could possibly receive all of the world's resources.
