Yes, we think that it it okay for Jack to steal because a toy elephant isn't that valuable to anyone as it is to Jack. The text says, "The elephant seemed to smile at him." It also relates because the story said, "A lone one. Like him." He gained a small bit of company. We also think that it was okay to steal the food because Jack was starving, and homeless, and basically was the equivalent of a homeless person. And he was only trying to survive and not get caught by the police at the same time.
