It shows power because the police officers can use force to carry out their authority. It also demonstrates a dominant narrative because often people make assumptions about others based on what they have seen/heard many times before. In this example, the police officers are carrying out the stereotype that has been in movies/the news/etc that Black people are dangerous. Finally, we see that the police officers assumed Angela Davis was dangerous just because of how she looked and where she lived and therefore gave he an assigned identity.
