Since France was broke due to the rebellion of the Haitian slaves, Jefferson took that opportunity to send James Monroe and Robert Livingston to offer to purchase New Orleans. He knew this would be valuable for transporting and trading U.S. goods. Napoleon drafted and signed a treaty offering the entire Louisiana Territory for $15 million dollars. This doubled the size of the United States. Since this opened up the west for exploration, Jefferson sent Meriwether Lewis and William Clark to explore the new land.

As wars were going on in Europe, France and Britain continued to impress American merchants and steal cargo. The U.S would stop American ships from trading in foreign ports, this was called the Embargo act. However, this act failed leading to an economic pressure that urged the U.S to go to war with Britain. The embargo act was replaced with the non intercourse act.

The non intercourse act allowed the resumption of world trade that the embargo act took away. This was due to the fact that the embargo act failed to work and created tensions between other countries. The embargo was only used with Britain and France. However, this did not ban trade with other european countries.

In the 1800, Spain gave France the Louisiana Territory. Napoleon had plans for this land that were soon crushed due to the Haitian slaves rebellion. So Jefferson stepped in and bought the Louisiana territory, they had all of the West to explore. Jefferson chose Lewis to lead the exploration and he brought along Clark along with many other men. Then, they started their expedition on the Missouri river by boat hoping to sail all the way to the pacific. Along the journey they documented many new animals and plants. Instead of sailing all the way to the pacific, bad weather came forcing them to go by foot.
