The decision-makers could call a meeting to discuss the situation and establish rules for the distribution of medications. This might require a vote where more than 50% of the group must agree.

For example:

A team of medically trained members could identify those in most urgent need of medical attention based on the severity of symptoms and could propose distribution plans prioritizing those in critical conditions.

(Seperate the ill from the healthy people)

Everyone who has a realistic survival chance gets medication, if there is not enough for those, the healthier people (no asthma, no allergies, not already hurt) will get medication first. Left over medication goes to the other ones and then to those with unrealistic survival chance.

Everyone who is to weak in the first place or has no realistic survival chance will be eaten
