"Drug abuse, or doping, in the world of athletics is more than the use of illegal narcotics. While this has certainly been a problem, it has also matriculated into simple over the counter drugs. The International Olympic Committee has had to deal with doping for years. Twenty years ago, the NCAA began random drug testing for bowl bound football teams."

"Surveys of more than 1,000 student-athletes from "elite" athletic programs show that many young student-athletes have mixed emotions about the use of performance-enhancing drugs. The survey also showed that over 92 percent believe using steroids was "cheating" the sport. However, almost 80 percent thought that the professionals that have recently showed evidence of steroid use are still great players and ambassadors of their sport."

At the 1986 and 1990 national conventions, the NCAA drug testing policy was implemented. The by-law reads in part:

"So that no one participant might have an artificially induced advantage, so that no one participant might be pressured to use chemical substances in order to remain competitive and to safeguard the health and safety of participants, this NCAA drug testing program was created.""
