Strategic grouping (H, MH, L, ML is a Kagan strategy that works well) of students with layered in talk-time (Kagan strategy: group consensus) can help to have students do the "work" of finding the answers themselves, so that the teacher is not "telling" them what the answer is (if there is one...often in ELA, there is not!).

2. Learning Target: Today I want to teach you that different teachers and classes have different expectations for students, and strong learners take note of these expectations.
2. Ask students what is important to them to be able to learn.
3. Give sentence stems to direct them to norms they may have "missed" (e.g. I read best when...During group work, I can learn best when...I get distracted when...)
4. Make an anchor chart that the class norms can live on.
5. Remind students of group commitments in scenarios in which you predict they may be broken (i.e. competitive games, debates, etc)
6. Use the norms as a restorative way to talk through issues that arise. Remind students that they are the co-author of these norms.
7. Change norms as your students' needs change.

Setting your expectations clearly at the beginning of the year (periodically reminding) while also reminding students that other teachers have different expectations that need to be followed is a place to start.
On a different hand, sometimes a colleague is going overboard or being too lax and depending on your relationship with them, you might want to talk to them privately about it and where you two can make a compromise.
