Because John Jay's treaty with the British was so favorable towards the British, the French sent their privateers and raiders towards attacking the American trade ships. Adams sent 3 delegates to negotiate with the French foreign minister (Tallyrand) to discuss an end to these raids. However, Tallyrand demanded a bribe before negotiations could even begin, a demand which the Americans refused. When information of this became public, it became known as the XYZ Affair.
