         <description><![CDATA[<p>Government is the least important element for a civilization to thrive. Government is the least important because you can have anyone of a higher power create the same laws or things as a government. According to Elements of a civilization: social structure,”While the Code of Hammurabi was supposed to make society more fair and just, it ultimately created more inequity. It clearly favored men and the upper class. This official set of laws has certainly had a long-lasting effect, as gender inequality remains a problem today in most parts of the world.” This shows how the government is the least important to a civilization because the laws were unfair to the different class levels. Also, these sets of laws are also unfair to gender and the punishments would last for a long time after they accrued.</p>]]></description>
