Er war Direktor des Graduiertenprogramms am Centre for Curatorial Studies, Bard College in New York. Derzeit ist er Gründer und Leiter von "PUBLICS" in Helsinki. Paul Neill hat mehr als sechzig Ausstellungen und kuratorische Projekte in der ganzen Welt mitkuratiert. Seine Texte wurden in zahlreichen Büchern, Katalogen, Zeitschriften und Magazinen veröffentlicht und er schreibt regelmäßig für Art Monthly. Er ist Redakteur der Zeitschrift Art and the Public Sphere Journal und Redakteur der Reihe Exhibition Histories von Afterall. Er ist Mitglied des Redaktionsausschusses von FIELD und The Journal of Curatorial Studies. The theoretical knowledge of these was valued at the time of exhibition making. 
Their general knowledge of the practice of curating was denser than those of artists, though that plays less of a role in our modern institutions.
