The water is "fresh" because it's a sacred river for many locals of a particular religion. Whether it's "fresh" or not isn't a matter of if it's polluted; it can just be the way you look at it.

The water isn't "fresh" because it's polluted with fecal matter, cremations, wastewater, and trash. The organisms that used to inhabit that aquatic ecosystem are now dead due to the pollution.
