It depends. For me, good beginnings always have to have hooks so you can keep finding out what happened to the character. But this only applies to few types of settings. Take a biography for example; the first sentence doesn't exactly need to be a hook.

A story has a good beginning when the author describes the setting well, but still doesn't take too long until jumping into the action. It is also good when the author shares a little bit of the main character at a time, enough for the reader to understand who's story they're reading about. My favorite way of starting stories would be to start with a piece of dialogue and continuing from there, to have the reader immediately immerse themselves in the story.

I normally don't like reading books, but its funny. When I first start a book and really like it, I'll get really into it, and ill read like crazy.
In, "The Maze Runner" by James Dashner, he makes the beginning by showing a character, and showing a setting. He describes the setting down to every spec, he doesn't leave out any detail, yet at the same time it's mysterious. The beginning brings in the reader when they want to know more.

A good beginning of a story usually starts with a good way of introducing characters while already beginning to advance the plot. Of course there are a few "once upon a time" type books that are pretty good, but I personally prefer books that already have began pushing through the exposition so I am not bored of how slow things are moving. As the plot advances having a good story with suspense and ways to leave the reader on their toes while continuing to write with figurative language that grasps onto the reader (this varies from author to author) helps keep me captivated throughout the entire book. Good characters that have their flaws but are still lovable are also very important to storytelling. Smaller stories in the background are also nice, but not all that necessary to have a good piece of writing.
