Hamilton said the following in a letter he wrote to James Duane, September 3, 1780,  “The fundamental defect is a want [lack] of power in Congress. It is hardly worthwhile to show in what this consists, as it seems to be universally acknowledged, or to point out how it has happened, as the only question is how to remedy it. Here he points out that Congress has a lack of power.  Later in the source however, he says that this lack of power is because of a lack of funds.
