The authorities were worried about vagrancy in the EMP because of the growth in population. The number of people in England grew from about 2.4 million in 1520 to 4.1 million in 1600, this meant a rapid rise in prices, which caused vagabonds/ vagrancy because of the growth in population. The government was worried about the increase in vagrants because this would make people more rebellious. In normal years oxford JP’s dealt with twelve vagrants per year, but by 1598 this had risen to sixty seven per year.

The authorities became more worried about vagrants because the printing press was creating fear among communities about the vagrants becoming more violent and dangerous. Thomas Harmen wrote a book describing the violent vagrants roaming around the country in large gangs and killing people. This would create suspicion about people loitering.

They also became more worried because their taxes were going towards helping the vagrants instead of things that would benefit the whole community.

The printing press raised concern to the authorities as in the images and shown of vagrancy, people were seen to be in gangs robbing people, committing murders and stealing, this event lead to more people seeing these images and becoming more concerned and afraid of what would happen if these vagrants did what the images showed. This concerned the authorities even more as an increase in stealing and murders. This may have encouraged people to form gangs of vagrants to get more money and more people in there gang.

The government and authorities were afraid of the cost of supporting vagrants this lead to people believing they were being taxed extra because of vagrants needing money which could of lead to violence and rebellion. They were also scared that the increasing numbers of vagrants would be enough to rebel against their laws and over throw the government. They didn’t feel like they were in control of the thousands of vagrants and they believed they were a major threat planning to rebel against them and because a lack of police force meaning soldiers would be lost from the army.

The printing press made people more aware of vagrants on the streets and they were scared that the vagrants would try and mug them and spread fear of sometimes harmless vagrants, overall leading to a huge increase in vagrancy making punishments more harsh for the offence of vagrancy. The printing press also printed posters of the punishments and showed a date of a public execution of a vagrant, this would scare people out of believing vagrancy was an option

Authorities were worried about vagrancy due to an increase of population and a lack of police force because of the lack of a police force so they believed that vagabonds could overthrow them at any time therefore they used deterrence to scare people into not being vagrants and contribute to their society. Another reason is because printing presses had been created, this meant the public were curious as to why they had to give their money to vagrants in the form of tax if they were just stealing. Vagrancy continued throughout the EMP but was slowly decreasing towards the end.

Authorities were worried about vagrants because the printing press had been spreading the news of richer people and the vielliens would have been jealous and would have wanted to go look for a higher pay. This would have spread fear through the villagers as they wouldn’t have wanted new people in the village, to look for work. This would make the villagers unhappy because they would lose their jobs even though that was where they lived on the manor land, and thats where they would have worked for the lord.

Authorities were worried about vagrancy because of the rise in population. This caused prices to increase so people could make more profit by selling food. This also caused unemployment rates to rise and there were less houses to fit the population. These factors would cause a rise in vagrants that were known to cause violence in gangs and steal from people. This spread fear and made the government concerned that they could be overthrown. This caused them to make harsh rules.

Authorities were very worried about vagrancy due to a multitude of reasons, one of which being the printing press. The printing press made the vagrants out as being evil and dangerous criminals who form violent gangs. Whether or not this was true it certainly scared the authorities and spread fear about vagrants. Another reason the authorities were worried was the lack of an official police force. This caused the authorities to feel very unprepared for the increase in vagrants and fear that an uprising may be possible.

Authorities were worried about vagrancy during the early modern period because of the huge rise in population. By there being more and more people it meant that there were'nt enough homes to accommodate people and jobs were quickly taken up. Due to to this there were lots of people on the street and so the governmeant were at risk of being overthrowed. By there being an increase in population this led to a rise in prices which meant that people struggled to afford things. This led to an increase in vagrancy as people were trying to find jobs to pay for food and so the authorities were worried.

Authorities were worried because In Elizabethan England people became very concerned about vagrancy because of the printing press. This meant that books and pamphlets revealed the horror and extent to what a vagrant would do for money and food. This meant that people were worried to be near vagrants and would be cautious of what they were carrying with them and they would also be anxious of what a vagrant looked like so they knew who not to be with and how to protect themselves.

Another reason why authorities were worried about Vagrancy was due to the lack of police force, the government were worried about vagrants overthrowing government and causing rebellions. This would send worry to authorities because a lot of people were vagrants during the EMP and if they were all to rebel against authorities the vagrants would have an advantage in amount of people therefore likely overthrow the authorities.

Vagrants would steal from other people on a frequent occasion therefore they would be worried about their own belongings be stolen

In conclusion Vagrants were a threat to others and they caused worry to the community about the threat they posed and the extent they would go to get money and food.

As a result they implemented harsh laws such as, whipping until people were bleeding. They also executed and hanged people publicly, to scare people, to put them off becoming a vagrant.

paragraph 2

Many people did not have the freedom to leave there manner.
