Over the past two decades, the concepts of community resilience and local ownership have proliferated in policy-making. However, the way these concepts have been applied in practice and in policy programmes is widely criticised by the scholarly community for rigid thinking and premeditated solutions (Joseph 2013; Petrova and Delcour 2019; Korosteleva and Flockhart 2019). These roundtable discussions aims to explore the potential of the concept ‘community resilience’ as a new ‘ways of being, knowing, and doing’ (Escobar 2018:19), which is situational, context-specific, local, relational, and emergent. By referencing research findings from Central Eurasia, the roundtable aims to identify what makes communities resilient, i.e. unpack local identities, philosophies, perceptions of the good life, local resources and support infrastructures, and social capital more broadly. What motivates people to stay resilient in times of crisis, war, adversity; and how the international community can support them.

Colloque Two: Exploring Regional Challenges

‘Community’ is precisely ‘where ordering takes place’ and where change is constituted in the pursuit of set goals, whereby power is manifested in a specific social identity, in principles which specify the norms and rules that define appropriate behaviour and social sanctions, and in practices which could be habitual and/or reflexive to ‘bring about transformation and renewal’. In a complex life, if change were to affect one element of the ordering domain, it would necessitate adaptation in the other two, to remain ‘fit for purpose’ and responsive to a constantly changing environment. Central to a responsive ordering domain - a community of relations - is resilience as a governing modality and a foundational principle of the local, enabling a complex system to self-organise in the most adaptive ways in response to change. These communities, drawing on common traditions, philosophy, intergenerational knowledge, and aspirations for the good life, may exceed state borders and develop intra- and inter-regional dynamics (e.g. CA) around common challenges, or fight against injustice (e.g. Ukraine, Belarus & Georgia conjointly but not as a state)

Is there any evidence to show how regions can overcome adversity and crisis through resilience on a regional scale?
How can our understanding of local communities in the region help to nurture resilience upwards - from the local to the global?

Not just bouncing back after a crisis. It we just bounce back then we are not moving forwards. The good life is the values and visions that a society has at it s core. The ordering domain is held together by ‘the good life’. Adjustments and reflections are necessary to move us forwards. The good life won’t really change. There needs to be a cooperation and discovery of areas of diversity that you can agree on. Differences will be accelerated with the poly crisis and we need the institutional frameworks to recognise this and accept the challenges we are facing in order to build resilience as diversity governance.

Resilience being approached from a bottom up approach. Identity as a sense of belonging. How is it driven ? Culture, language, beliefs? Understanding the why ? One size can’t fit all. Sense of exclusion can be a source of negativity and unrest. The first duty of a government to protect their community. If they don’t - can we say they have failed? Can we say we have one solution ? There are multiple economic interests.

How can we measure this? What are the metrics? Assessment of communities and facilitation of support to communities. Societies expressing their needs and participatory engagement. What happens if there is conflict within this? Dialogues and conflicts are normal, it is the way that they are resolved. How shall we address this conflict ? Frameworks for policy to make them more efficient. Dialogues are Powerful tools which can be used to help learn from other experiences; Looking internationally and spheres of influence. Build from previous learnings. But what are the actions following from this? What if huge contradictions are discovered? It might help understanding but not necessarily able to adopt.

What does resilience look like on a regional level?

Divisions and revivals. Shared values - creating this concept and bringing it into existence. Regional level occupies this middle ground between global and international possibly forming a ‘bridge’. Practically regions can have divides which are in place physically. Close proximity, shared values with neighbouring countries. if your neighbour us peaceful and stable then you will feel peaceful and stable. This will make the country more attractive to the outside world and have more positive impacts that are further reaching. Looking at certain areas the Regional conflicts puts increased stresses on the boarders which is not unique. Pressures on water seems to be most felt in Central Asia. How do we understand resilient communities and can this be transferred to the regional resilience? Regional connectivity and collaborations rather than competition. Integrating learnings from the local level and adapting to suit the needs of the region. Not just copying but adjusting to be fit for the regional purpose.

How can we deal with the state? Change of leadership/narrative to promote a commonality. Has the invasion encouraged cooperation? Maybe in some situations. Empathy and how do you build this into the society and in policy making? If we have different historical memories and experiences how we can empathise? Globalisation was thought to be wonderful for some and problematic for others. Who gets the benefit? Who bears the impact? Regional trading blocks that dominate and power blocks with trade wars. Regional cooperation can support global cooperation.

Question of being fit for purpose - should we be judging on their level? Irrational is not necessarily the opposite of ration. It’s All too human! If there was an emergency would we be making judgment calls ?
at a global level is resilience separate from the institution? It is argued that these are inescapable. Bringing two communities together with their own agendas and by the institution which also has it s own agenda.
Discussions show that there resilience is wholistic. When resilience is discussed with different meanings - uncertainty, challenges and threats. What are the main global uncertainties, challenges and threats? Governance plays a part in this. How should governance be recognised and what part should it play. Global community doesn’t seem to be apparent. Participation in global resilience needs to stem from a togetherness and community. Without this it is impossible to get a sense of global resilience. Quantum regulations and creation of interdependence to promote a feeling of global society. Community at global level. Between the local regional and global residence are so closely linked. Revision and rethinking of the future of governance and interconnections making a new view of the world!
Reconcile diversity of Resilient orders suggests that they should be or are built into the global scale.
