         <description><![CDATA[<div>An unincorporated territory is a region governed by the United States, but not a recognized part of a state. The U.S. government manages all business in territories. Territories do not have many of the same self-governing powers that the U.S. states do, such as full representation in the U.S. Congress. Puerto Rico does send one single delegate, with limited voting power, to the House of Representatives.</div>]]></description>
