She is delirious because she is always talks to herself and doesn't know where she actually is now.

Mrs. Kato was under the impression that she was not in this internment camp. She is an old woman that thought she could hear her mother calling her. This shows what this internment camp has down to these people: making them feel like they are in a dream, like this isn't actually happening. The only things that will make her happy is her going to a quiet place and thinking about old memories she had in her old home when she was growing up.

The mother is thinking back to all the good times that she used to have when she was a child. Everything was very free there and she didn't have to worry about much. She went on living her life having the fun that a child would and spending a good time with her family. She had lost almost everything she owned and being without her husband made things absolutely miserable for her. The women was in a deep depression. 
"Who was winning the war? Who was losing? His ,other no longer wanted to know. His mother stopped keeping track of the days. She no longer read the paper or listened to the bulletins on the radio. 'Tell me when it's over,' she said."
"She said she didn't want rice. She didn't want anything anymore. Not a thing."
The mother has lost interest in everything. This internment camp is destroying her. She is no longer the same person she was when she first entered. Everyday is the same for her. She never has any motivation fir anything and she does not eat anymore.
