[Answer]Maybe since some countries have not been able to adapt the euro, there could be misunderstandings related to how it works,and or why it works this way.
From what I read in chapter 14.3, I can acknowledge that it is a guideline designed for easier ways of bartering in Europe. This guideline cancels out the possibility of Europe changing price of the certain item or object being traded.
And the fact that counties have to show they have a stable economy may cause...a bit of a disagreement. This is only because some countries may be a little prickly about their overall country status.
This is relatable to our peace treaty.
Why?
If we pay attention to the ways that this causes conflict, we could try to prevent any future conflict. So if we develope a suitible way of trading/bartering, we could then avoid a minor route to conflict.
