Large States vs. Small States

The delegates had a difficult time deciding how many representatives each states. The large states thought that it should be based on a state's population. They proposed the Virginia Plan, where states with a larger population would get more representatives. The small states disagreed, knowing that they would be handicapped because of their size. They formed the New Jersey Plan, which stated that all states should have equal representatives. Neither states liked the opposing plans, so they created the Great Compromise. This made it so that each state would have one congress and representatives based on their population.

Would Slaves Be A Part of the Populations?

Delegates from Northern and Southern states disagreed on how slaves should have been counted in the population. The northerners wanted the slaves to count in the population, but the southerners did not. To solve this conflict, they created the 3/5 Compromise. This meant that five slaves were equivalent to three white men.
