The large states thought that it should be based on a state's population. They proposed the Virginia Plan, where states with a larger population would get more representatives. The small states disagreed, knowing that they would be handicapped because of their size. They formed the New Jersey Plan, which stated that all states should have equal representatives. Neither states liked the opposing plans, so they created the Great Compromise.
