  • A negative consumption externality occurs when the consumption of a good or service imposes a cost on a third party who is not involved in the transaction.

  • Second-hand Health effects of passive inhalation of vape vapor by non-vapers in public spaces can cause discomfort or respiratory irritation.

    • 3.There will be excessive consumption .Because consumers do not have to pay for the external costs they cause the market price of vapes is artificially low, and demand is too high. This leads to market failure


    1. Indirect Taxation , setting a tax on vapes to increase the retail price. This internalizes the externality, shifting supply to the left and reducing overall demand to the socially optimal level.
