         <description><![CDATA[<div>If we were U.S. senators, we would support a cap-and-trade system because we don't like the idea of companies passing the costs on to the consumers. This is contrary to our goal of reducing emissions. Cap-and-trade allows companies to reuce emissions, purchase permits to pollute, or buy carbon offsets to make up for their emissions.          <description><![CDATA[<div>Gavilan and John: When one examines the two systems of environmental regulations one will notice that they both provide realistic solutions to our carbon emission issues.  With "Cap and Trade" providing a more transferable credit system where you can essentially trade out your debt and "Carbon Tax" taxing what you emit.  Our group is in the opinion that Carbon Tax is the way to go because the money collected from this can be used for all aspects of society (although hopefully most will go to the environment)</div>]]></description>

Despite the fact that it induces companies emitted green house gasses to reduce emissions, the companies usually increase prices for consumers in order to pay off the taxes. We suggest that a amendment be made to this tax policy in order to ensure that the companies are paying for these taxes without making the consumers pay more. </div>]]></description>

         <description><![CDATA[<div>One of the best parts of the cap and trade program is that you can reduce the number of permits to reduce emissions. However, I think this would only work if done gradually, and we are too far into the impacts of climate change to do things gradually. A carbon tax could be implemented now and as strictly as necessary. It can also be applied to specific emission sources that have more impact than others on climate change. I also think we would have to use  fee-and-dividend, because otherwise consumers would be outraged at rising prices.</div>]]></description>
