Instead you are on the safe side if you teach every content that is prescribed in the curriculum (a lot of content!) in a traditional way. Even if it is not a full project, we use a lot of formative assessment. We try to make participants create lesson plans or activity plans that can be used right away - I think that's a realistic context for learning. We usually have the trouble that teachers show different levels of understanding about technology and pedagogy as well.  We must be ready to change quickly and also we must have multiple learning paths. Also I find it hard to follow up what has happend after a training occasion. This is a puzzle activity. But I thought it could work on an online collaborative canvas, not with a picture cut into pieces, but with a set of readymade shapes. Groups have to organize shapes in order to create a new figure out of them. The problem is it is really hard to make people share equal responsibility in the group if the whole work is done remotely.
