In Learning Block 1, I mentioned concerns/questions I had regarding how to better support the emotional needs of ELL's, how to assist and communicate with their families, as well as how to create positive learning environments for ELL's that may have undergone trauma and are withdrawn, in addition to those who are also reluctant to participate with others they do not know/are of another cultural background. Referencing back to the OCT standard: Commitment to students and student learning, I am interested in discovering answers to the following questions:

1. According to the policy No. 2.9 - Identification and Involvement of English Language Learners in Large Scale Assessments, set out in English Language Learners ESL and ELD Programs and Services document, ELL's must participate in Grade 3, 6, and 9 provincial assessments in reading, writing, and math when they have required the acquired level of English proficiency to be successful.

1. Therefore, I would like to know, what supports are available to assist ELL's for provincial, large-scale assessments?

According to the EQAO Reference Guide, ELL’s that are in the early stages of their English language proficiency are allowed permitted accommodations.

ELL’s that also have special educations needs and need an IEP are also entitled to receive the accommodations listed in the “Permitted Accommodations for Students with Special Education Needs” in the guide.

Policy 2.11.1 outlines funding that is provided under the ESL/ESD component of the language grant, which considers the needs of immigrant children and their families. This policy is mandated by the TDSB, however I am also curious to know about other additional government funded grants that can assist newcomers and their families.

2. I would like to know if there are specific social service grants that families can apply for with the help of a settlement worker?

According to the Government of Canada website, ‘The Settlement Program’ assists newcomers’ with services in language training, information and referrals, employment needs that match skills and education of newcomers’, and help with the integration into Canadian society.

Policy 2.12.2 – School Boards will provide appropriate professional development opportunities to administrators, teachers, and other staff.

3. As an Occasional Teacher, who may not be permitted to attend scheduled professional development workshops/training in schools, I would like to know what ELL professional development opportunities are available specifically, for Occasional Teachers?

The Ontario Secondary School Teachers’ Federation provides links/resources to teachers’ who are looking for professional development and training.

On the Ontario College of Teachers website, under the heading ‘Your Connections’ you will find information regarding an organization by the name of Ergo – included in this organization are a group of ESL/ELD coordinators, consultants, and designated representatives, all committed to improving educational opportunities and practices for ELL’s.
