Agenda setting theory suggests that media outlets can set the public agenda by focusing on cultural elements that receive the most attention. In the Philippines, media outlets like television, newspapers, and online platforms are significant in highlighting aspects of Japanese culture, such as food, fashion, anime, and J-pop music. By consistently featuring these elements, media can shape public perception and generate interest in Japanese culture.

Institutions, such as government bodies, educational institutions, and cultural organizations, also play a role in agenda setting. They can promote Japanese culture through cultural exchange programs, language classes, or cultural festivals. Government support for initiatives like sister city relationships or cultural exchange agreements can reinforce the importance of Japanese culture in the public's eyes.

Public perception and behavior can be influenced by the issues and topics given prominence by media and institutions. For example, when Japanese language courses or events receive significant media coverage and institutional support, more Filipinos may be motivated to engage with Japanese culture.

Media can also shape the way cultural elements are framed and perceived, potentially leading to the development of stereotypes or misunderstandings. It is crucial to consider the potential impact of framing on intercultural relations and ensure accurate and respectful portrayal of Japanese culture.

Individuals and grassroots movements can also set their own agendas and influence the conversation, such as through social media, which can challenge mainstream narratives.
