But in reality, th olicarghies have it. This leads to evil ruling. One of the poorest countries in europe, Russia had remained the same for hundreds of years. They even have slaves in the land! In 1917 people started to fight oligarchies and replaced those who were in power.</div>]]></description>

These courts also have power in a monarchy. In a lot of constitutional monarchies they vote for the ruler. Members of the government take advice from their monarch. One of the Oligaichies used violence to control certain areas, this is called the Mafia. They fight each other to protect their power. The conduct illegal activities. No one is brave enough to challenge them. If local safeties, such as polices or judges, try to stop them, they often get murdered.In the 1800’s lots of Italian immigrants moved to the United States. They picked th pourest areas of big cities. The immigrants needed protection from other residents. Local polices took advantages of those who could not speak english. The mafia came along with the Italians. It became the route authorities in some places. As an  oligarchy it remained a secret power group.</div>]]></description>

Speech is minimum, laws restrict people to criticize the ruler. In a monarchy people also can’t always participate in the government, like how a democracy can. Citizens can’t electa  monarch, who is mostly head of the state or government. If the country is unhappy with the ruler, there is no way to elect him or her out.</div>]]></description>
