This was shown by the United States department of Justice in a complaint between the U.S and Microsoft.

No, I think that all of the rights on the list should be guaranteed human rights. 
  1. Find a right on the list that is not guaranteed by the US government. Why do you think this right is not protected by the US government?
The U.S guarantees most the rights on the list but for those that are not I believe is not protected by the government because it is believed to be either politically or economically troubling to the country.
