The title kind of gave the point that they turn off their brains, tune out all of the sounds, and turn in has to do with something in school. Homeroom Zombies was more about the fact that kids fall asleep in class anytime that the environment is like the environment they sleep in. "Tune out," is when students can't participate during class because they are too tiered. And finally, "Turn in," is when the student gets in trouble for sleeping in class. "Turn off, Tune out, Turn in," is about one spasifice person and why people can't get enough sleep.
