Under all reporting schemes, the concept of gradual improvement of data is not only accepted, but encouraged. We need to remind countries should not wait to have "perfect" data to move forward with reporting on BC data (AD and EF).

In-country efforts must be undertaken to make sure all their inventorying and reporting are "mutidirectionally" equivalent (e.g., "wetlands" definitions and mapping/limits under RAMSAR, NGHGI, NDC/NBSAPs must be the same).

This will contribute to ensure that countries 1) avoid double-counting (or gaps) in their GHG reporting, 2) optimize national technical and financial resources, 3) streamline national processes towards international reporting, 4) facilitate in-country coordination and management/conservation/restoration actions and positive impacts.

An excellent output from the discusison would be to assess to what extent the discrepancies are down to reporting requirements driven by the guidelines in place, timing of reporting and finally responsibility in an individual country lying with different organisations and how can consistent observation from EO help reconcile this
