Intelligence Group Conclusions

1. $600 billions spent on "War on Drugs" by 2016.
2. Hector Santiago (former Mexican Army officer and federal agent) takes over Los Zetas cartel in a coup, renaming it Los Mortales.
3. U.S. Ambassador to El Salvador shot and killed in Nov. 2015 (vocal opponent towards curbing Los Mortales and Mara Salvatrucha joint operations).
4. Violence continues under Santiago's reign of terror. Karina Elizalde, Mexican State Tamaulipas' governor (also Los Mortales primary territory) is assassinated in a shooting that claimed 7 lives. The killing is attributed to the gang/cartel.
5. By 2016, 80,000 Mexicans and 50+ Americans (civilians and agents alike) plus many more in El Salvador had perished in gang, cartel and drug related violence.
6. leaders in all three countries faced a crossroads of decision. With economic and social ties to the people of Mexico and El Salvador, the cartels and gangs presented quite a challenge for these governments to effectively combat.
