This also explains why people just watching it happen don't help because they don't want the same thing to happen to them. They feel insecure about themselves. In the scene where Alex was on the bus, he said to a kid that he wanted to be his buddy. Then the  kid responds by swearing at him and mentioning that he is not his buddy. He even said this to Alex even though there was a cameraman right there filming them. This tells me that the kid either just doesn't care or he is just that doubtful about himself. I don't thinks kids engage the situation very well because they don't really know how to handle it. They either think that if they stand up for the victim they will get bullied or they just aren't friends with the victim. In the movie, Alex says "I don't want to be a bully." after being bullied. This shows that the way he was treated might make him a bully, so maybe this relates to the other bullies. Also, they might bully others due to the feeling of having more power. In the EdPuzzle, someone who was a bully said they bullied because they felt like they had more power. Also, the same person said he bullied because he though he would look cool in front of his peers.
