Throughout Tupac Shakur's poem he describes how a flower defied the laws of nature by growing through cracks in concrete. The metaphor is comparable to how people (maybe women in particular because the use of flower is associated with femininity) can make the best of a bad situation and overcome the seemingly impossible in order to grow and flourish.
