The first presenter in this session was Silvia Federici, Professor Emerita at Hofstra University. Professor Silvia Federici contends that household labor is the core and foundation of all forms of economic activity, playing a crucial role in the production of labor power. Despite its pivotal role in the development of capitalism, she emphasizes that household labor is undervalued. As an alternative to this issue, she proposes that both men and women should jointly share household labor. Additionally, she underscores that household labor doesn't solely occur within the confines of the home but has broader societal implications as an economic activity. To raise awareness about this, she has initiated household labor campaigns. She highlights that household labor is not only a part of capitalist production but also a distinctive economic component, asserting that it's necessary to change the power dynamics between us and the state.

The second presenter in this session was Pham Thu Hien, Gender Specialist. The Vietnamese Minister presented the results of several time-use surveys, which had gathered data on household labor and unpaid caregiving for both women and men. According to the findings, women perform approximately 1.5 to 2.87 times more labor than men, resulting in a significant burden.

The Minister then discussed Vietnam's laws and policies, highlighting efforts to introduce maternity leave and child allowances. They expressed the intention to recognize household labor and unpaid caregiving as societal issues worthy of discussion.

The Minister explained the need to amend marriage and family laws to consider unpaid caregiving and household labor as income-generating work, thereby creating labor income. They also emphasized the importance of reducing the allocation of time for household labor and unpaid caregiving. Furthermore, the Minister stressed the necessity of practical social security systems and service provision that take into account diverse citizen circumstances.

The discussion also addressed social norms, with an emphasis on the need to change societal expectations that view household labor as a natural role for women, presenting it as a fundamental solution.

Finally, the Minister highlighted the importance of investing in transportation infrastructure and socio-economic development to integrate various social policies and infrastructure improvements, thus alleviating social burdens and achieving balance.

The last presenter in this session was KIM Gyoung Rae President, Gwangju Foundation for Women & Family. President Kim Kyung-Rye defined the concept of household labor as activities required to maintain family life. This includes uncompensated tasks encompassing household management and caregiving for family members. Kim emphasized that household labor not only serves household consumption but also contributes to child rearing and the well-being of the local community, estimating its value at approximately 4000 trillion KRW.

President Kim argued that recognizing and compensating the value of such household labor is essential. As an alternative, they proposed the introduction of a household labor allowance system, which aims to compensate the altruistic value of household labor and promote a culture of sharing household labor responsibilities. Gwangju City has already implemented this household labor allowance system and highlighted the need to establish a legal basis for social security and assess the feasibility of the program.

Moreover, President Kim emphasized the importance of gathering feedback from Gwangju citizens and identifying blind spots to further refine and realize the household labor allowance system. Gwangju City is being introduced as a pioneering case in recognizing the value of household labor. They stressed the importance of addressing welfare gaps and providing support for the middle-aged and elderly population, while highlighting the need for new social security systems and feasibility assessments for implementing the household labor allowance system.

In conclusion, realizing the household labor allowance system requires the establishment of new social security systems and feedback from Gwangju citizens, marking it as an innovative step towards recognizing the value of household labor.

After listening to the presentations from the three speakers, my interest in topics related to household labor has been significantly piqued. Professor Silvia Federici's presentation brilliantly explained the intricate interplay of household labor within capitalist society, providing me with a much deeper understanding of why household labor plays such a crucial role within the capitalist system.

The second presenter focused on women and household labor in Vietnam, presenting statistically-backed data, which made the content even more credible. Witnessing the reality that women invest considerably more time in household labor and unpaid caregiving than men prompted me to engage in profound contemplation about the burdens and societal roles that women bear. Moreover, I came to realize that resolving household labor issues isn't merely a matter of legal measures but also necessitates a significant shift in societal awareness.

Lastly, President Kim Kyung-Rye's presentation introduced an intriguing proposal for recognizing and compensating the economic value of household labor through the household labor allowance system. This policy endeavor aims to officially acknowledge the worth of household labor and foster a culture of equitable distribution. These presentations have spurred me to delve deeper into issues surrounding household labor, and I anticipate that my interest and understanding of this topic will continue to expand. Household labor is intricately tied to women's rights and social equality, underscoring the need for ongoing efforts to discuss and improve the situation.
