U.S. was unsure of how to handle North Korea. Whether to ignore or directly communicate with one another.  

1994 Framework Agreement was a way to contain the North Korea’s nuclear weapons program and possibly create a nuclear weapon free Korean Peninsula. 

This was a compromise between both North Korea and U.S. U.S. agreed to supply fuel for DPRK power reactors and grain supplies. North Korea’s part of the pact was to allow families from both sides to see one another. Also, “sunshine policy” was an extension of aid to North Korea from ROK. 

On the other hand, Bush Administration decided to go on the latter route, which was to isolate and ignore North Korea. It wasn’t until Former president Obama brought it back before the  November 2010 crisis, which DPRK threatening a war with South Korea. 

The U.S. and DPRK have a frustrating  relationship to say the least. Starting another Korean War would destroy the peninsula and the DPRK would virtually become extinct. 

The solution to the Korean Peninsula and American relations would be to unite north and South Korea as a democratic state. However North Korea, does not want to lose power or become inferior to anyone. 

The political division between the two has made it difficult for America to make peace to both sides. The relationship between North Korea and U.S. is strained and heavily militarized. Thus begins a series of negotiations with North Korea, the United States, and multiple countries of East Asia to restrict the potential nuclear threat North Korea could possess. 

Nuclear weapons validated the North Koreans and served as their trump card to be recognized as an equal when dealing with negotiations. 

It’s been told that the nuclear program have been ongoing for at least half a century. Until North Koreans signed the nuclear non-proliferation treaty (NPT) in 1984 and wanted to with drawl from the membership. In 2002,  former President George W. Bush terminated the agreement and suspended negotiation with the Northerners. North Korea took this time to conducted missle tests and underground explosions.  Causing an increase of animosity between the U.S. and North Korea

What makes this state unique is the location, governance form, regimen influence and possessions of nuclear weapons. 

North Korea is ran by patrimoni nepotism for three generations. Kim Jong Un took over after his father’s death in 2011. The state is ruled under an “iron fist” and even though the  people are deprived and poor the military is served first. 

Although North Korea is small in size, it being in the middle of Japan, China, and Russia has its advantages. It’s possessions of nuclear weapons makes them a great threat to neighboring countries. They are isolated to minimize influences from outside countries and uses the nuclear weapons as threats. Before the end of World War II, North and South Korea were unified and independent. It was colonized by Japan between 1910 and 1945. Japan surrendered it made way for Korea to reestablish independence. However, due to the nature of postwar, it was difficult to reunite the two halves. This called for an immediate postwar occupation to renew order by the two allies in the pacific, United States (South Korea) and Soviet Union (North Korea).

The 38th Parallel is the divider between North and South Korea and it became the de facto international border. Soviet union created a communist North Korea and United States shaped South Korea as democratic. 
The de facto international border became permanent and still exists today.
