In 1975, Ford suggested that The War Powers Act did nothing. had placed no meaningful restrictions on a president’s power. He had placed U.S. commandos to free American seamen captured from the ship Mayaguez by the Khmer Rouge, Cambodia’s Communist government. This showed many audacious events and opinions that the executive was taking control in forgein leadership. Another example is with Jimmy Carter in Iran.
