the utility company already had put in place an array of measures to try to control the radioactive water. It built a groundwater bypass system, which tries to siphon off and reroute groundwater flowing down from the mountain side of the complex, before it can get into the basements of the reactor buildings and be contaminated.

Because there were series of equipment failures, nuclear meltdowns and released radioactive materials throughout all of lands within 12 miles (20 km) of the destroyed nuclear power plant, encompassing an area of about 230 square miles (600 sq km), and an additional 80 square miles (200 sq km) located northwest of the plant, were declared too radioactive for human habitation.[iii] All persons living in these areas were evacuated and the regions were declared to be permanent “exclusion” zones.

The Tohoku earthquake and tsunami of March 11, 2011, led to large releases of radioactive elements from the Fukushima Daiichi power plants into the Pacific Ocean. To find out how that radiation spread in the waters off Japan, in June researchers released "drifters" — small monitoring devices that move with the current and take measurements of the surrounding water.
