The place value 
For example 

5,4,3,7,9
Ascending order will be 
3,4,5,7,9
Descending order will be the exact opposite 
9,7,5,4,3
If some Digits are same like

We will look at the last digit

Now we need to place it from ascending to descending (smaller to bigger) so we'll first check the digits and the place value one will have greater value than the other.Here is my answer: 321, 7689, 9569, 10000. 321 has the lowest digits while others have 5 or 4, 7689 has the same digits as 9569 but its place value is lower than 9569 and 10000 has greater digits than all of them making it the largest number possible here.
