         <description><![CDATA[<div><strong><em>Commuters</em></strong></div><ul><li>Majority of the commuters present in NCR are masses who work in different cities. &nbsp;</li><li>Some commuters resort to walking and cycling due to the limited transportation services.&nbsp;</li><li>Commuters always experience waiting in long queues and even settling for a ride literally at the back of the jeepneys or even standing inside a bus.&nbsp;</li><li>Commuters suffer longer travel time due to the limitations in vehicle's capacity.&nbsp;</li></ul><div><strong><em>Drivers</em></strong></div><ul><li>Jeepney drivers in particular areas are still not allowed to operate.</li><li>Drivers have been forced to put their health at stake since the government and LGUs do not provide any safety gears and modifications for their vehicles considering the restrictions imposed. &nbsp;</li><li>The limited and decreased capacity of vehicles significantly decreased the amount of wages acquired by the drivers.&nbsp;</li></ul><div><strong><em>Transport System</em></strong></div><ul><li>Due to the restrictions of the pandemic, a lot of PUVs are still not allowed to operate on particular areas and routes.</li><li>Considering the enormous quantity of commuters in NCR, there is not enough public utility vehicles to accommodate them all.</li><li>There is also not enough safe walking areas and cycling road networs that might serve as good mobility alternatives for commuters.&nbsp;</li></ul>]]></description>

         <title>I. Introduction</title>

         <description><![CDATA[<div>Traffic congestion has been one of the major problems of our country even before the pandemic occurred. Commuters, primarily the working masses, are the ones mostly suffering from the inhumane public transport system of our country. In fact, the country's normalized transportation system includes hours of heavy traffic, overcrowded public utility vehicles and trains, long queues of commuters waiting for a ride, and insufficient number of PUVs to accommodate all the commuters. &nbsp;<br><br>Now that the world is experiencing a pandemic, these problems have gotten even worst. Due to the tremendous increase of COVID-19 cases, Metro Manila and nearby provinces have been placed again under enhanced community quarantine (ECQ). In accordance to this, the Department of Transportation implemented new public transportation guidelines for these areas.&nbsp;<br><br>Primarily, buses, jeepneys, and UV express vehicles are only allowed to use 50% of the vehicle's capacity, considering the one-seat-apart rule in between passengers, but sill not allowing standing passengers. Tricycles are only allowed to accommodate one passenger in the side car. Taxis are only allowed two passengers per row. Motorcycles are only allowed to be used by authorized persons outside of residence. Moreover, railways have particular number of passengers per transit line and should follow operating hours and closures.&nbsp;<br><br>However, knowing the massive number of working masses especially in Metro Manila, there are still not enough public utility vehicles to accommodate all the commuters. Due to the limited transportation system, some commuters just resorted to walking and cycling.&nbsp;<br><br>Hence, our group decided to primarily focus on the feasible solutions to the growing issues of the transportation system in NCR especially under the enhanced community quarantine using the Human Centered Design Model.&nbsp;</div>]]></description>
