When Missouri applied to become a state, Congress didn't agree on if it should be a free or slave state. In the end, they came up with the Missouri Compromise. It stated that 1. Missouri was a slave state and 2. a new boundary would be established across the remainder of the Louisiana Territory; the 36th parallel. Because of this new boundary slavery would not be spreading north of this line.

Northerners were not happy with this act because they do not want to return slaves. If they are returned they would surely be harshly beaten. Surprisingly, southerners also apposed the idea of this act because they did not believe that the northerners would follow the rules and return their property.
