There is a moral arc in everyone, however depending on pressure and personal beliefs, it changes. Different experiences and situations will change your moral compass, where some will choose whether they want to follow their beliefs or not in order to convenience them or to dedicate their morals to what they claim is their "God" 
There is a moral arc however that doesn't mean there isn't chaos

However, without the existence of any higher beings, the universe should not have any morality.  In this situation, the only basis we have is science, and because of this, the universe must be chaotic.
