It leads to a problem that newcomers or the lower class can not afford to buy a house. The distance from the center to their company might be shorter than from a suburban one so have to spend more money on transportation. Secondly, there are too many old buildings that could collapse anytime, or some of them are no more valuable despite that they are still located in the city center. Those buildings decrease the area to build new houses that citizens in that city don't have land to build up their own house.
